wait, okay, we DON'T want the penguins to have blubber to keep them warm during winter? What, do we have an epidemic of penguin diabetes on our hands? Don't they like, swim and stuff? This to me seems on par with the indoor ski slopes and beaches.
Eh, it's Japan. Even up north in Hokkaido it only gets down to 18F or so. It's easy to imagine captive penguins accumulating more blubber than is helpful for them.

I bet a walking penguin burns a lot more calories than a swimming penguin - think of that awkward waddle vs that flowing swim.
